Slumlords at their worst

This place is the worst that I have ever lived. Granted, I have only rented 5 properties in my life, but this place is horrible. Let's start with the pros:
PROS:
1. Cheap - all utilities are paid for
2. Public Transportation - it is a 10 minute walk from 69th street terminal, or 2 minutes from the trolleys that will take you there.
CONS:
1. Noise - you hear everything in this building. The floors have no concrete barrier between them, like any decent apartment should. As a result, you hear the person below you screaming at their baby daddy, playing music, or fornicating. Then you hear the people above you come home, drag a chair across the wooden floor, roll toys around, and run back and forth playing tag. It drives you insane! The hallways are so noisy that when a person walks by, trying to be quiet, the floorboards creak loud enough to wake the dead.
2. Smoking - people smoke in the hallways, all the time.
3. Drugs - people smoke pot in their apartments and it fills the hallways and stairs without them even having to open their door.
4. Elevator - The doors are extremely hard to open, you need to manually open and close the gate, and people are so inconsiderate that they often leave the gate open. This means you need to walk up the stairs to wherever the elevator was last left at, leaving your stuff on the ground floor, and ride it down. The elevator won't work if the gate is left open, and it won't close automatically.
5. Safety - drugs, burglaries, rapes, and more drugs are all around the place. Every week, there were police officers in our hallway responding to a call about something, often domestic violence related. Check the Delaware County Library System's website, do a database search for the local newspapers, and in there you'll see listings of criminal activity in the area. It's under the "Police Blotter". It's horrible!
6. Maintenance - They never fix things! Our kitchen faucet was running, not dripping, but full blown running, for two years! We couldn't shut off the hot water. The staff jury-rigged it twice, and said they would replace it, but never did. The hot water created so much steam that the kitchen was allways muggy, and during the winter the steam would condense on the walls and grow mold which we had to scrub off every couple of weeks. There were so many maintenance issues that I won't even begin to go into them all.
7. Office Staff - They are the rudest, most obnoxious people ever. You can never get help with anything, and when you try to move out, they will keep your security deposit and sue you.
8. Litigation - No matter how good of a tenant you are, no matter how closely you follow the rules, they will sue you and keep your security deposit. If you're lucky, the judge will see how outrageous their claims are and throw the case out, but you'll be more likely to get a judge who hates his life and will side with them without hearing the case. Thankfully, those rulings get overturned at appeals, but not after you spend hundreds of dollars and many hours of your life researching the law.
9. Parking - It's impossible to find parking. All parking is on the street, which is shared with the rest of the community, which are all row-homes. If you get home after 6 PM, forget about parking. You're better off leaving your car somewhere else and taking SEPTA.
10. Laundry - There are washers and dryers in the basement, which means you'll be following down stairs a lot. The machines are expensive, costing over $3 a load, and half of them don't work for whatever reason, and you don't know which ones they are until it takes your money and refuses to fill with water, or dry your clothes.

This review is VERY accurate. Especially #1,6,9,10. The thing that bothers me most is #1. My neighbor above has a toddler and she allows him to run & jump around all day and nite. It could be 12am on a Tuesday or 8am on a Sunday and the little bastard is running around like a damn fool and I can't sleep. I've already complained to prop mgt and asked her to keep it down but to no avail. Thank GOD I'm moving within 60 days!
