Property manager is ineffective. Common areas (rugs, walkways, windows) are filthy.

For whatever reason, the care of the general areas has declined over the past year. Where halls were cleaned once per month in the past - now it seems like it is "whenever". Also, the overall resident feel seems to be changing from young professionals/retirees to more college-age roommate situations.
