I'm rarely in my apartment and when I am I usually keep the heat at 65. When I'm not home it's turn off. With this in mind I find am always welcome with an inconceivable heating bill each month. It's is always $100 per month. Of course, the bill does not come from PECO, rather it comes from Goshen Terrace and has such vague charges on it as "Customer Charge" with no explanation. I'm going to use a portable heater next month and I'm sure my bill is still going to be outrageous. I have been told that they have one meter that feeds multiple units instead of a meter on each apartment. So basically I'm paying for all of my neighbors. Nice billing procedures.
Before renting I would make sure that I had everything in writing including utility bill processes. Once you move in then you don't get any response from management. They only talk to you up until the time you sign the lease. Afterwards, you're on your own.
