We've been through the same thing with our heat. Our bill is in the $150 /mth range. We called PECO and they said they deliver one large bill to the complex each month and the complex decides how to bill each tenant. PECO said that we do not have individual meters and hence they do not send us our bills. Our electric bills come directly from Goshen Terrace. You could have your heat off all month and you're still paying for your neighbors or you could be like everyone else and crank up your heat and it won't make a dent in your bill since it's divided over some many people.
It's you like Communism then you'll love it here.
