I have lived in Halstead for about 3 years. It has been nothing but problem after problem since I moved in. For the amount of money I pay for rent, I expect not to have the kind of maintenance issues I have had. My porch flooded each and every time it rained and there was a large section with no grass my porch was a mud pit. Which consequently led into my living room. After complaining for 2 1/2 years, they finally fixed it. My son had an issue with the kids in the neighborhood bullying him and beating him up. I had the names of all of the kids and where they lived. The office staff did absolutely NOTHING. My son had to stay inside until the bullies moved out. The washers and dryers have never worked properly. My "brand new" bathtub leaks into my kitchen. Every winter I have had to ask for a bucket of salt to be placed outside my door so I can spread my own salt. The sidewalk leading out to my car is a sheet of ice. My son has fallen twice and last year they told me that I need to provide my own bucket in order for them to give me salt.
I live next to the boiler room, so my apartment is much hotter than any other apartment I have been in (within my building). The walls in my apartment are actually hot. My PECO bill in the summer is over $200 per month due to the extreme heat. I will be moving out as soon as I can. I do not recommend living here to anyone.

This is the manager of Halstead Apartments and I feel the need to clarify that this rating is full of blatantly false information. Please consider the other reviews for honest testimonials from credible past and present residents before forming an opinion. If you read "between the lines", consider that this person has renewed her lease year after year and remains in a lease today, despite these inaccurate accusations.

I'm also in property management (but not in West Chester). It is not the management's fault and you can't expect them to "do something" about children bullying other children. They are not babysitters nor parents. Don't blame them for lack of parental guardianship. Confront the parents of these children. It really burns me up when people blame management for things such as this that they cannot control. Learn the difference between what is a mangement problem and what is a matter for the police.
