I lived in Highgate for a year now and its a great apartment complex, management is very friendly and the grounds are kept neat and tidy. The apartments themselves are relatively spacious, the full-sized washers and dryers are great. I rarely hear my neighbors, the buildings seem to have Cinder-block walls behind the drywall so you never hear a thing. When I moved in everything was exceptionally clean and well maintained, there is always parking. Good water pressure and plenty of hot water. Electric in the summer was around 40/mo with the AC and in the winter with the electric heat on it was around 100. I highly recommend it to somebody new to the area as I was, rent is on par with other upscale apartments in the West Chester area.
