The positives are that Western Hills represent nicely wooded and convenient locations. The appliances are adequate, and vandalism has not been an issue. But apartment construction is cheap (paper-thin inner walls, no insulation, poor windows, etc. in 1972). Moreover, management and staff have deteriorated in helpfulness and efficiency over time. There is very high tenant turnover! Rentals are frequently made to those who are obviously not going to be very good tenants in the first place. Some tenants are often young, loud (and brash), have late parties (just smell the grass), have prohibited pets, drive vehicles with expired plates, etc. So one would expect better administrative control. But when there is excess noise (which is frequent), the office staff sluggardly reacts and sits on its hands. They say, "Call the local police." (And stay up all night waiting for them.) Parking is barely adequate, and if someone has a party, parking spaces are quickly gobbled up. Furthermore, maintenance has been rather slow to react to problems. Some corridors are smelly because of some residents' habits, animals, and illegal ways. Note to management: it is time for "smell test" checks. In sum, not the worst place in Rhode Island, but...
