Looks good from the outside but is beset with problems

Years at this apartment: 2002 - 2004
Very noisy tenants; often play TV's and steros at loud levels. Overun with barking dogs. Inadequate parking. Management is unable to take corrective action when tenants do not obey the rules. You'll frequently find emptly beer bottles around the property.
Management runs complex like a motel and has little interest in retaining tenants. Substantial turnover.
