Utter neglegt and disrepair

Years at this apartment: 1987 - 2003
 
All facilities are in utter disrepair. Cosmetic touch-up that last for no more than two weeks is the best the company can muster.
Management has a tendency to oversell parking spaces (will sell 10 where only 8 cars will fit), and switch at will the smoking <=> non-smoking environments/regulations without consulting the current tennants. lGjq8RUBjvsZjkb5ueji
