neighborhood kids are awful

We moved to University Heights (the William Ellery section) because we moved from across the country and had exactly one day to find a place. It looked nice enough. The fact is that the apartments are very nice and spacious, we have good appliances and even a W/D in unit, which is great.
The problem is the neighbors. There are about 12 kids living upstairs from us (not exaggerating, we've seen multiple carloads of kids going up the stairs) who make a huge racket. During the summer, kids wander the parking lots in huge gangs (like 20-30 people), imitating their older teenaged siblings who cause trouble in the shopping center below us. The kids cause all sorts of noise, our upstairs neighbors throw cigarette butts into our patio (and all over, the amount of cigarette butts is awful), and we've had our car keyed in the lot and our window broken (the window was definitely done by kids, not sure about the car). I admire the cleaning staff for cleaning up all the garbage our neighbors throw all over (they don't appear to know what a trash can is), but since they don't work on the weekend by Sunday night there are pizza boxes and beer bottles all over the place.
Good points: nice apartment, quick service if your plumbing breaks or something, close to downtown and east side. Ample parking.
