Flooding and Bugs are Bad

My Husband and I live here. The parking lot right in front of our building floods when it rains(light or hard).We have to roll up our pants or take off our shoes to get in our cars.Have called the office and nothing is being done.They have had people spray but the bugs will not go away.I keep my house clean and they still play ball in my kitchen at night.
