Crazy People Who Works In The Office

I was trying to get Directv service here and the people in the office told me that first I would need renters insurence, so I did. Second they said i would need a $100 deposit and so on. Finally they told me that the satellite can not be install outside the fence, on the fence or on the apartment at all, it would need to be in a bucket inside the fence only. So I looked around the neighborhood and found other's with there satellite installed on the fence. Why can't I do the same' And here's the picture to prove it.
