I've lived at Halcyon twice. The first time for 3 years then moved out for a couple of years and came back again and am in my 3rd year of the second stay. Halcyon used to be much nicer. There was a second pool, a jacuzzi, a lighted fountain in the pond and the property was kept up well. Then it was sold. My understanding is that the new company is a construction company that happens to own some properties. The staff is great but their hands are tied on what they are allowed to do. I've had quick response on maintenance issues that are small but when my dishwasher went out it took almost two months to replace it - it took letter writing and threats. When the roof leaked it took threatening to call the housing authority to get it fixed. I'm not sure what their thinking is when it comes to keeping tenants happy. I stay because the size of the apartment is great, it's quiet and the issues I've had are not enough to go through the hassle of moving.

Look at the apartment before you move in and make sure you get things taken care of before you move in. Once you are in it may be far more difficult.
