River Oaks wasn't noisy, or at least the section I was in, but they do have parking issues. It was a problem for me because my youngest daughter wasn't even 1yr old yet, and when it comes to carrying her and groceries and watching the other child, it becomes annoying when you have to parking 2 buildings away from where your apartment is. This could be an issues with apartments in general, but this was the first true apartment (I've always rented town homes or owned my own house).

Another issue that I had with River Oaks was the road to get there. Too many partying, fresh-out-of-school kids lived there and would speed like crazy on that road. It isn't marked to divided the lanes, and in some turns, there isn't enough room for two vehicles going in opposite directions to pass. I have seen the wreckage of two accidents in the year that I had lived there, and cannot count the number of times I had come around a corner and someone was too far over or simply on the wrong side of the road and speeding.

Lastly, people don't pick up after their dogs at this place. I don't know why people think that others like walking into their dog's poop, but apparently it is acceptable here.
