I moved into an apt with a person above me I nicknamed "bigfoot" because their stomping around was so loud, it made my floor shake, but after telling the rental office about it several times, they moved me to a nicer place on the third floor. The carpet smelled like smoke so they had steam cleaning carpet cleaners come in and fix it. I understand that the philosophy of the new business manager is different, customer comes first, and so my experience lately has been great.
