Ashford Place Review - Careful Consideration

I have lived in many different type of places in many different areas over the years. Ashford Place isn't the best or worst place to live. On the upside, the management who oversee AP is very nice. Their maintenance is pretty good, as well but then again, I haven't had to ask them to fix anything major. The outside of the place is alright and the grounds, more or less, have minimal trash.
Unfortunately, there are a couple more downsides than upsides to living here. Parking is very limited which isn't really anyone's fault but it is what it is. The interior of the apartments is old. The walls look as if every time they had holes to patch from the previous renters, maintenance simply patched a big lump of sealer over them and painted over the lump of sealer without taking an extra 30 seconds to smooth it level with the wall. So, there are places on all of the walls with lumps of molding sealer that are painfully visible.
Also, every single window of the place (including the sliding patio/balcony door) is virtually unsealed. So, the inside of the apartment stays about 80 degrees in the summer and 50 degrees in the winter. Because of this, I have to run the AC/heat constantly, which makes the electric bill pretty high. Last winter, I asked maintenance to do something about the sliding door because that was the biggest air leak. Their fix was to take a gigantic piece of heavy plastic and duct tape it over the entire sliding door area. Although this actually helped the electric bill cost, it also made the living room look ugly/trashy. For the sake of comfort, though, I let it up and just made light of it when I had visitors.
When I first moved in, the entire kitchen floor moved with roaches. I didn't unpack anything into the kitchen for almost one month until they had both sprayed and, eventually, fogged the entire place. However, this did take care of the million or so roaches that made my place home.
I walked into the place a day before my move-in date just to eyeball the place. One of the maintenance guys had their son (8-10 years old) helping with the pre-move-in maintenance stuff, which would have been cute except for the fact that I spent the first week cleaning little hand prints of dirt off of the walls (along with running from the roaches).
Then...there is the neighbor quality. In many of the apartments, including my building, there are practically 24/7 parties and all of the things that go along with this activity: trash in the alcove/stairs, top-of-the-lungs cussing/screaming/laughing, very loud music (and bass in the cars loud enough to shatter windows), and, yes, the inevitable parking lot arguments and fights which often times catches the attention of the Clarksville police department. Makes one start to worry about what the condition of one's vehicle will look like the next day. Thankfully, nothing major has happened to mine (yet) although someone did pour something on the hood at one time for whatever reason.
Here's where I begin having a problem with the management. Every once in a while, they will send out notices "warning" people about parking or letting their pets do their business in inappropriate areas; the little things (which is appreciated). However, when it comes to the abovementioned behavior, they seem to be at a loss of words.
Personally, I would think that this type of behavior is more of a lease violation than pet poop in the parking lots, but I suppose if they don't see it happening in front of them, then it doesn't really exist. I can overlook the issue with the walls, the initial headaches I had moving in (roaches and dirty hand prints), and even the high electric bill. However, the current quality of the "human element" is getting to be more of a pain as the days, weeks, and months go by. Honestly, I rather go to other's peoples homes to visit rather them coming over here because it is embarrassing to entertain family and friends while drunk neighbors are outside screaming obscenities at one another.
I have just resigned another year lease because I am simply tired of moving around (I'm bit of a nomad) but I have recently come to the realization that this was a mistake. I am now in the middle of the process of looking for another place to call home and I will eventually be breaking my lease. It may be costly to do so, but with everything considered, it is for the best.
If you have to move somewhere in a hurry, AP always has places to rent. However, be smart: sign a 6-month lease at first and see how you like it. It'll be a bit more in rent but at least you will be able to get a feel for the place while being locked in for a full year (something I wish I had done). If at the end of the 6 months you are okay with it, resign only for 6 more months. This will let you see the atmosphere of the place in both winter and summer. (Cold apartment in winter. Hot apartment in summer along with the summer party-fights).
