You Don't Really Know How Bad Until After You Have Moved In

Upon moving back to Clarksville after living here for six years prior, we knew we wanted to live on this side of town primarily for the school zoning. We intended to rent the apartment and have the year to look for a house that we really liked in that time. My husband came down from Virginia ahead of time to take a look at it the complex as many people over the years had told me that these were nicely maintained apartments with a quiet lifestyle and excellent management. That was many years ago though. That is absolutely no longer the case.
Upon moving in I upfront told the management that this place was very nasty and was told that the previous tenants had moved out only days before and that they would work to get it cleaned up. The lady that worked there at that time was very nice and pleasant, but left soon after and new folks came in and guess what the cleanup never happened. We have been here for about 9 months now and many of those intial requests have still not been taken care of...and not because I haven't continued to raise the issues.
Just to point out some of the problems with the extreme age of the units due also to lack of maintenance. The floors not only squeak, but when you walk on the upstairs level of the 2.5 level cottages like we rent you actually feel like you are sinking into the floor. That's called...the floors are rotten. I have raised this concern more times than I can remember and they have still never addressed the issue.
The air conditioners in these type apartments are ancient. There was never any proper ventilation systems put in to carry the air or heat to the upstairs area either. So basically when the ancient systems do work, you only heat/cool a small portion of the living space at a cost of nearly $300.00 a month in utility bills. No joke. After all this time of living here and writing everyone except the congressman they just recently installed a new air conditioning unit in our apartment that actually does work well and keeps the lower area of the house cool...except when you want to use the dryer. See, the dryer releases hot dusty air straight out into the apartment (instead of outside) through the intake vent for the air conditioner. What does this mean' It means that whenever my dryer is on I either have to cut the air off to keep the utility meter from spinning out of control to the tune of more than $300.00 a month and suffer in the heat or go with the bill.
Here's another good one.....In January of this year, the roof began to leak and I looked up at the ceiling in the living room and saw a water spot. Immediately I went over the office and reported the issue and asked that they look at it. It took 3 more visits to get them to look at it. They then said they would have someone repair it. I asked how soon and pointed out to them that the ceiling was swaying down and that it was just a matter of time before it fell in. 3 weeks later with many more ignored visits to the office and requests for repair, the ceiling busted open along the seem. Now we have a gaping hole with dirt and whatever else falling in and a very cold apartment. Went back over to the office told them to come and take a look, they refused, but did send a maintenance person over hours later. They said, "Yep needs to be fixed, we'll get on it." They got on it alright some weeks or so later. It gets even better....when they did get on it....the two maintenace men came in to fix it, one of them very nice and pleasant, the other more annoying and rude than even the office staff. So, while they are working on this roof, they the one is belittling the nicer one the entire time, using profanity with him in my house in the presence of my child, and so forth. Then I actually heard the nicer one tell the other that in order to properly fix the problem they were going to have to go up in the attic and install a support beam, the other one told him to shut up and that wasn't necessary. In the end, all that happend was they pushed that part of the ceiling up and "secured" with some nails and then took a whole lot of caulk and filled in the gape along the seam. I pointed this out to the management who told me that what their guys had done was an acceptable repair job. Then about a week later, that same rude maintenance man got upset with one of the office staff members for asking him to go to an apt. to repair something and threw his cell phone/pager at her. It seems that he is no longer here now, but things have certainly not got much better...and by the way they are right now, again, in the middle of bringing in new management as this place was sold off again.
More stories I could tell, but I'll end with saying there's nothing good I can think of to say...especially at the price of renting these units. So, to sum up, in short only come here to live if:
*You like living in an upscale ghetto
*You like paying out the ying yang to live in such a place
*You like having mold growing everywhere
*You enjoy listening to squirrels and birds tear through the ceiling as they live in the attic
*You like dealing with the most ungrateful, uncaring, unconcerned staff members in the history
*You like having the windows of your vehicles broken out by thug kids in the neighborhood whose parents leave them locked outside all day
*You like watching teenagers hang out at the playground making out at all hours of the day
*You like coming home from a hard day's work to step out of your vehicle onto a used condom that is now stuck to your shoe
*And did I mention ...You must like paying astronomically for all this!!!!

WE where looking for a nice quiet place to live intell we got a house on base. WE initialy looked around everything lcose to base was loud and dirty. WE came across Belle forest and it seemed to be perfect. We sall I realy nice two bedroom that had all new floors and was prmosied tha the one we would get would be of the same quality. When we moved in we where apalled. Broken drawer in the kitchen, master bath shower didn't work or drain, Ac didn't work, Cockroaches, and flores where older then I was. And the carpet they told us was brand new turned out to be over a year old. It has now been a month AC is sort of fixed it will now keep it at 76 durring the day. Drawer has been fixed as has the bathroom and holes in the walls but it took them a month. The new managment seems to be working very hard to get the complex cleaned up and once again a good place to live. But I have to wonder if the only reason they are fixing my prolbomes is the housing office on base was calling them on a daily baisis making sure things where getting fixed. Having command intrest helps. But what about all the other soldiers/people that don't have that resource to help them. The managment needs to try a little harder to get things fixed.
