no airconditioning in the laundry room and half the time the machines didn't work, the didn't put in new carpet, it looked like previous owner had a large dog, people partied all night outside of apartment, dirty pool, questionable staff

I think you had bad luck with the machines or you didn't have enough quarters. As for the carpet, you chose the apartment. You didn't have to take it. Any time I had a problem the staff would address it. They could not be there 24 hours a day so if something would happen after hours, call the police. That's what they are there for.
