I lived in TL for a year and it wasn't as bad for me as it was for some of the others on this page. However, I can understand their complaints.
There are 2 parts to TL, the older buildings and the newer ones. I lived in the newer, nicer looking ones. I had an apt that overlooked a lake and nice quiet neighbors. I had few problems with noise. There were about 90 kids that lived in an apt below us, however it wasn't a problem other than they were always playing in the parking lot with their friends and getting in the way of cars.
Now. As some have mentioned, the older part of the complex appears more trashy (literally-there are trash dumpsters overflowing everywhere), and if purposely or coincidentally, there are more minorities living there. I always thought of it as the ghetto side of the complex. I was actually a little frightened walking through there at night, with the dozens of weird men fixing their cars, sitting on tailgates and drinking, and older kids hanging around.
My dryer broke once and that was the only time I had to deal with maintenance. I guess I was lucky. I got a price break on my apt because the older lady who worked with me added some numbers wrong on the lease. That was nice. Otherwise, the staff is older ladies and young girls. Not professional, but I had few problems.
I would recommend this place only if you can see your exact apt beforehand and check out who is living around you. I got lucky and had a very cheap apt.
