Dogs allowed to urinate on upper balconies....

Our neighbors on the 3rd floor have had a dog for the past year, yet we have seen the dog on a leash outside only twice. It appears that our neighbor has decided that walking his pet is bothersome. Instead he simply allows the small dog to urinate on the balcony upstairs.
After repeated calls and no action - the dog is still allowed to use the balcony as it's personal latrine.
If you rent from Wyndchase, make sure you are on the 3rd floor.
