Constant noise problems!!!

The apartment complex evidentially has a policy, which requires either the courtesy officer or a member of management to actually witness firsthand the disturbance before any action can be taken.
Now
We live on the second floor of a three-floor building; above us is a three-bedroom unit exactly like ours. At last count there is between 6 and 8 people living in this one apartment.
The noise is unbelievable at times, from 6 to 7 AM well past 10 PM sometimes as late as 2 AM.
We call management and complain, we receive only talk, we call the courtesy officer (A Metro Nashville Officer) after hours, he either tells us that noise violations can only be enforced after a certain time (10 PM) or he shows up out front in his marked patrol car. As soon as he does the noise stops, he hears no disturbance so he leaves, the noise starts up again.
He goes and knocks on the violator s door they never answer. A family of --------- who blast Mexican rumba music and dance about occupies the apartment. The noise at times reaches levels so loud the people living below us can hear it thru our apartment!
Either management cannot or will not do anything about our complaints, we have complained to them around 8 to 10 times or we have called the courtesy officer about another 5.
Parking is another nightmare with them taking up as many as 8 parking spots at a time directly infront of the building.
This place is a waste of money, it looks nice but the lack of active management makes me anticipate the day I can flee to a more respectful place to live.
