The owners, one of which is named Charles Caudle, has absolutely no qualifications to run the place. I know someone who managed these apartments briefly a few years ago, but the management company quit because of his mismanagement. The owners have absolutely no understanding of the law, or the english language. This is important: you can't trust the lease. Charles interprets the contract in his unique way, and will do so to nickel and dime you for every little fee he thinks he can bleed. If you are thinking about living at Evergreen, you probably can't afford taking him to small claims court, and trust me, you'll want to. After living there for 1.5 years I started getting tow warnings on my car, and for two days the incompetent employees were incapable of communicating with the nighttime parking ape, Joe. I was an instructor at ETSU and I can tell you, TN has big primary and secondary education problems. The employees at evergreen will be annoying you constantly with irrelevant letters, coming in your apartment every month spraying unknown chemicals, drawing self portraits in the dust on your TV, chatting while you're sleeping in the other room and NOT taking care of your smoke detector batteries (Charles will charge you for those too). These people either have extra chromosomes or are victims of the TN education system.

Wow, to be so educated and yet so ignorent. You obviously either did not read your lease or you were living there without one. I do believe that it states clearly in the lease and in the rules and regulations that all legal residents are required to display a parking permit, which you obviously did not, or you would not have gotten the warnings. Oh, and throwing a tiny sticker on the back dash or taping it to the inside of a blacked out or tinted window (DUH) does not mean that it is displayed. I also believe that those "unknown chemicals" were what we humans call "pesticides". They kill those little things called "bugs" that everyone hates. I do believe that the lease states that monthly pest control (bug killing) will be done. No wonder the education system is the way it is in TN...........you said so yourself........an instructor at ETSU. LOL

If my sticker was not displayed visibly enough, they took a year to let me know. It sat right there inside my tinted window for most of my lease before the warnings. I never had bugs, so they didn't need to spray every week in my apartment. If anyone is "ignorent" it is the management, especially their interpretation of basic english in the lease. Why don't you register as owners or management of the property instead of anonymously talking trash about people with legitimate complaints about your slummy apartments? "LOL".

I am niether an owner nor a member of the staff. I lived at Evergreen for a number of years. I am not a friend to anyone associated with Evergreen, so don't jump to conclusions on that. I just know how to read a lease. You didn't have bugs BECAUSE of the monthly (not weekly) pest control. Tell me, where else in the whole tri-cities area, where is there an apartment complex that has a 24 hour maintenence, enough parking, pays the water and sewer, does monthly pest control, and has someone that is there all night to answer your calls for assistance (not to mention drives around all night in all 8 seperate parking lots)? Were you aware that since 1999, there have been 4 differant night patrolmen? Bet you didn't. I think you are one of the many that just walked in and signed a lease without reading it.
