I lived in Highland Terrace for two years, and everything was pretty good until the management changed. My water heater (the original 40 yr old heater) broke, but it was fixed promptly. Then my neighbor's heater upstairs flooded me completely, and it was two weeks before the carpets were cleaned, NOT even replaced! The place stil smells like mildew. The office manager was downright rude and sassy with me, and basically felt that 40 yr old water heaters weren't negligance on the management's part. Also, I had a "peeping tom" neighbor and a neighbor who deals drugs. The homeless people who come to buy drugs from him at 2AM often ask me for money. On top of all this, my rent was raised several time in effort to get me to sign a lease (I am month-to-month). They are college apartments, close to campus, and cheaper because they are older. Most residents are okay, but the management is awful awful awful! I wouldn't recommend this place to anyone.
