I'm not sure where the energy efficiency apartment here is located, but it is not mine! Energy efficiency is my major complaint. I'm on the 4th floor also and it is NEVER cool with the AC working in the summertime. B/c there are so many cheap, thin windows in the apt, the winter utility bills are outrageous-even w/ ambitious conservation and thick curtains over the windows and door!

Otherwise, I have been well pleased w/ the staff and maintenance. The staff has always been friendly and professional. Maintenance requests have been addressed promptly and efficiently. Noise complaints about "thump-thump" cars were handled very well. Also, rent price and location are not horrible.

One note, don't plan on having more than one person in the kitchen at a time b/c it is TINY!
