Too many freaks living here

Walking to her car, my wife looked up to see our neighbor pleasing himself at the window (our neighbor was a 50 year old man living with two women) - they didn't kick him out, even though he admitted to the police he did it. Other neighbors constantly let their "big" dogs run loose and after me and my dogs as I walked them in the grassy areas. Also, the place seemed to fall apart all the time - I ended up putting a hole through the bedroom door, just pushing on it to open it; the wall outlets kept falling out of the wall; there was constant noise.
