Has been ok, but getting worse

I am a current resident. The only reason I pay the rent is for the schools. We have slowly lost a lot of the amenities that are described, yet the rent is going up. Yes, there is a problem with people not picking up after thier pets. However, now even those of us who do are being told we may have to pay extra each month, per pet, for those that don't. Furthermore, management has implemented a new policy of charging, per item, for anything sitting by your door. I left 2 trash bags outside the door while the kids got thier shoes on and was charged $25 per bag $5 per day for however long it took me to pay the original $50. All because one of their staff saw it before the kids got outside. We moved here because it used to be very warm and friendly. The Bldg's were kept clean (pressure washed) and people were allowed to make 'home style' touches. Not anymore. The place is getting dirtier and it feels like you're living in a business. I would move, but there simply isn't anything better in the school district. I won't even get started on the flat rate, water bill that is included with rent. I've never used $45 worth of water in a single month in my life. I live in a 3 bdr, though, so I have to pay it. To give credit to the individuals who do the managements bidding, they really are very nice and the maintenance staff is very prompt. Parking can be a mess, with people being forced to park along the curbs. This, however, seems mostly to be from tenants renting garages strictly for storage, not parking.
