I haven't found better. - I've lived downtown since 2003, and Pembroke is the best I've found. The location is amazing, the office staff is friendly and helpful, the parking is cheap for downtown, and about as close as you will find for a downtown core apartment. The property managers change fairly regularly (there have been three in the three years that I have lived here). The transition is always smooth though.
