There's not much separating the apartments and noise carries from floor to floor easily. This becomes quite clear when the management allows large dogs on 2nd and 3rd floors and you hear the thud of a dog running around on your ceiling. Speaking of pets, many of the residents allow their animals to do "their business" wherever and don't bother cleaning up...watch it on the sidewalks. Cigarette trash seems to another item management tolerates as they often are smoking outside too.
