I was present in the office when this gentleman was told the price. He was not cheated. He was approved for an apartment (which ever one it ended up being) - that is why he did not get his refund. NO apartment complex in Memphis that I know of would give you a refund once you are approved. Also, rates are rates. I am certain Emmanuel does not set the rates. They have specials, and they are set so the specials do not jump from day to the next. I know Emmanuel gets busy at times but he has always tried to be courtesy and helpful. This man is just peeved. He should have read the application closer because it is all on there. Allison
