Friend's health, valuables and life at stake

One of my good friends moved into the Watergrove apartments about a week ago. I helped him move in. Let me describe the impression I had on that day. We pull into the Watergrove complex and are greeted with the sight of a car crashed (somehow) into the median. There were two "kids" standing by the car who look maybe 10 and old enough to stay home alone without their parents worrying...not driving a car. Then, when we go to the leasing office to get the apt key, we pass a brand new car. It was a really nice car and was complemented by a broken front windshield, two completely shattered side windows, numerous dings in the body and three large stones laying by the car. But I'm sure the cop sitting in the parking lot had it all under control. Then, behind the leasing office there is a pool. The interesting thing here is that kids were playing in the pool. That doesn't seem too interesting, but think about your kids playing in a pool when there is about a 5 to 10 foot drop (to the uncovered stairs that lead somewhere below the pool) directly attached to the pool. I saw kids walking on the ledge (maybe 2 feet wide) between the pool and the drop off and thinking/expecting that one slip (of his wet feet) of the kid could result in serious injury/death. I wanted to call the police and report the parents of these children for neglegance and report the apartment complex for placing such a hazardous drop off as part of the pool layout. That being said, I agree that placing a window right next to the door is not the most intectually sound safety precaution. And I love the boards placed on every apt that are unpainted serve as terrible fixtures to the apt. I must admit, I fear every day for my friend's life. And to think he was so excited about the deal he got on the apt. He is definitely rethinking his decision!
