Nice architecture but very high energy costs

This beautiful old complex has seen better days; however, the rent is low for the amount of space you get. Hardwood floors throughout and high ceilings are nice. One window unit per apartment makes cooling the place during the summer months (read May to November) tough. You can add your own AC unit if you want. The water and boiler-supplied heat can get pretty costly during the cold months. They did add some new storm windows this winter, but not many.
The management is okay. They're nice but a bit slow. They came out on a Sunday to fix a clogged toilet but took 4 (yes, four) weeks to repair a broken light switch. The grounds are well-maintained and most of the neighbors are nice. Parking has never been a problem, but I hav had my license plate stolen twice while parked in the complex's lot. There is a lot of street noise from Poplar Avenue, as it is one of the busiest streets in Memphis; however, it becomes "white noise" pretty fast and hasn't bothered me since about a month after I moved in and got used to it. Overall, not bad, but I do wish I had a dishwasher and central AC...
