The way they do the utilities, you pay MLGW AND you pay the Makowski & Ringel according to the square footage of your apartment. They have a central system for the radiators (for heating the water)... the program is called RUBS. I forget what it stands for. But Makowski & Ringel tell you they will post a spreadsheet showing how they come to the amount you pay, and that it will be avialable in a central community area, and it is not! You can ask them to show it to you many times, and they never ever will. It doesn't matter if you try to save money by not using the heat much, but it makes no difference whatsoever. Your utility bill will end up being almost as much as your rent - it's highway robbery and they will screw you and they don't care at all. DO NOT RENT FROM MAKOWSKY AND RINGEL - ALL THEY CARE ABOUT IS SQUEEZING EVERY DIME THEY CAN OUT OF YOU AND GIVING YOU SUB-STANDARD SERVICE! CROOKS CROOKS CROOKS!!!

I lived in Park Terrace, a property owned by Makowsky and Ringel, from 2001-2002. I loved the property. I loved the uniqueness of our apartment and I loved the layout and the immense square footage that we had in our huge 1600 s.ft. 3 bedroom apartment. So you may be wondering... "Why did you leave?" I left because the members of the leasing team were rude, inconsiderate, and extremely unprofessional on occasion. I also left because of the utility system, RUBS, that was in place. RUBS claims that the property is given one LARGE bill and that it is to be divided amongst the residents based on the square footage of their apartments. Well, remember how much I said I loved the square footage that we had... that love slowly turned into disgust, revulsion, hate(how ever you want to put it.) With each ridiculous utility bill that we received the more I hated the place that I was living. With every dollar that I handed over to Makowsky and Ringel to pay for utilities that they had no way of showing me that I had actually consumed, my detestation for the company grew. At one point I was out of town for a month and we saw absolutely no change in our RUBS statement because it was not based on the resident???s actual consumption. I am convinced that this so called utility system is deceitful, inconsistent, and just down right WRONG. I will never live in another property that operates under RUBS or any similar system.
