Good apartment complex, but downtown Memphis

I have lived at this apartment complex for approximately 3.5 years. The apartments are pretty nice and fairly well-maintained; however, one of the maintenance guys is not very good and anytime he has "fixed" something, I invariably have to call back to have the repair redone. The other maintenance guy (or guys') are fine - I haven't had problems and the response time for maintenance is great - I have always received a response on the day I report a problem. I do not think the apartments are well-insulated and I can hear my neighbors walking around (upstairs), talking, watching tv or listening to music, etc.
Although not the fault of the apartments, the postal service for this community is beyond horrible and I have had several letters and magazines ripped/damaged over the past few years.
As far as safety is concerned, it is an apartment complex near downtown Memphis - I do not feel it is safe, although I think the apartments do what they can. For example, residents are alerted to home and auto break-ins and a couple years ago when apartment break-ins were occurring frequently, a metal panel was installed on doors which is supposed to make them more difficult to be pried open. I do not know if this actually works or not. The community is gated; however, gates are left open all weekend as determined necessary by the "homeowners association" which, apparently, controls all gates to the community.
Parking around my building is very difficult to find at times and residents in my building often park in non-parking areas; however, the leasing office (or homeowners' association') does nothing to control or prohibit this which is very frustrating.
Overall, this is a fairly nice place to live and the leasing office is helpful, friendly, etc. The biggest drawback is one of the biggest conveniences - its proximity to downtown Memphis. The location is great during Memphis and May (if you participate) and it's very convenient to the farmers' market, any downtown events, but it is (or seems to be) in an area where crime is an issue. Also, it is inconvenient if you go out in midtown or an area of Memphis where you have to drive through downtown to get home on a Saturday night when people are "cruising."

I lived there about 10 years I live in East Memphis now. The maintenance was quick and efficient. There were noise issues with my neighbors playing stereos too loud. I've had this problem at every apartment complex. I was fortunate not to be a victim of crime when I lived there. If you want to live downtown, I think these are the best apartments. That's why I stayed there so long.
