It is very loud and everyone is correct about the walls being paper thin, if you are good at ignoring things that shouldn't be a problem.
Electric is supposed to be included in the rent but we have supposedly gone over 7 of the 12 months, but i was never shown a billing statment from the eletric company, and come to think of it i never got any money back when my eletric was under.
The grounds up by the office are kept up, but i lived in the back of the complex and our breeze way was never clean which just tracked dirt into our apartment.

The grounds are well lit and the is a police officer that lives in one of the buildings, but a lot of good it did, i only saw the officer once in 12 months. We had several bike parts stolen from the bike rack out front and a guy was mugged right outside of our door 3 months after moving in.

with the electric thing...when you sign your lease you agree to only use a certain amount of elctricity. when you go over, you have to pay extra. it's easy to stay under if you just use common sense and turn lights off when you leave the room, don't leave the tv on, only use washer/dryer when you have a full load...things like that. i've lived here two years and never gone over. it's not that hard.
