loud noise, growing gang signs

I moved in late last year, and I've broken my lease and will be out shortly. The walls are thin and the neighbor insists that her right to listen to her surround sound system at 1am trumps my right to sleep. Susan (now the manager) is very diplomatic and keeps turning it down, but the neighbor cranks it right back up. Susan's assistant (red hair, bulldog face) is unfriendly and rolls her eyes and scowls (I pay my rent a month EARLY) at me, because she's friends with the neighbor. "She has a right to listen to her music," she says. The neighbos goes into shouting matches with her boyfriend and suddenly it sounds like a herd of rhinos are playing football.
Soon after I moved in, an MS-13 gang tag appeared on the stop sign at the entrance. If you're not familiar with MS-13, they make Crips and Bloods look like schoolchildren. Audubon, if you're reading this, observe the tattoos on your prospective tenants.
Tenants drive by at all hours with loud blaring car stereos, shaking the walls of the units. Last week some guy walked around outside singing at the top of his lungs... at 1am.
Maintenence is fast and friendly, and get their stuff done well. One of them has a habit of rooting through the dumpsters, though. Heating and cooling unit leaked, flooding the neighbor and making my carpets wet. I just found mold and rust on my furniture.

I agree. Management is unhelpful. They add charges whenever they like. Added water to the rent when it was supposed to be included. Now have to pay for parking permits.
