high electrocity, old apt, bad management, but close to vanderbilt

I don't know why my apartment in chateau had high electrocity ($90-120/month)for one bed room apartment. I repeatedly complained about the issue to the mamager, but they never helped me or listen to me. They just told me that the electrocity is not their problem, ask NES. This is kind of rude. They should have helped their tenants like me (I am a foreiger). The building is very old, frequently I had water leakage and mice problems. Windows are small and the floor is squeaking everytime I walk.
The good thing about Chateau is the location and reasonably quiet & safe neighberhood. It is very close to Vanderbilt. Maintenance peoples in chateau are nice and come to fix the problems quickly. The rent was relatively cheap when I was there ($700/month in 2008). Overall, I think Chateau was OK. I could recommend this apartment.
