Prices going up, if you don't renew before a certain date

Years at this apartment: 1999 - 2005
I find it irritating to be forced to sign a new lease before your old one is over, because of the price of the apartment you currently live at is going up by 40 bucks. That's like saying sign now, or be forced to pay more for an apartment with roofs that will leak and later fall apart or have mold.
What get's me is when we first moved here we didn't have to pay for extras like cheap fleamsy kitchen light coverings that fall if you barely touch them. Maybe if they were properly cut to fit the slats, maybe they won't fall. But we get to suffer through leaky ceilings. People outside doing repair work that should of been done a long time ago. Causing things to fall on people.
Makes you wonder if rent is going up, just to cover new people moving in with really low deposits.
