Issues with utilities and maintenance

I've lived at Rolling Hills for a year and a half, and don't recommend it to anyone. Any type of maintenance takes at least a month, and even then my issues haven't been resolved. Also, the utilities are high because the bill is based on occupancy, not actual usage, and electric, sewage, water, and gas are on the same bill. There is a police presence at least once a month, and children run around the complex with no supervision. Avoid this complex.
