Before you move in, you are told that "you need to pay your own utilities". You would say to yourself, "that's OK. I always pay my utilities. So this is not bad." Then one month after you move in, you will receive your utility bill, everything in one bill (water, sewage, gas, electricity). It is your time to feel shocked, as I gurantee you that you will receive a huge bill---be prepared to receive one with a balance of $180 for a 2-bedroom apartment. And what's worse, you do not pay the money to utility companies, but directly to Rolling Hills Apartment. Actually the management is in control of the bill. They receive the bills from utility companies, then they send them to a billing company to have these bills broken down into small ones, one for each apartment. Although the management claims that they are not making money from these bills, there are good reasons to believe that they are actually doing so.
Another bad thing is the frequent change of managers. I have lived here for only a little bit over one year, but I've seen five different managers so far. The recent four changes all took place within one year. My goodness.
