Lousy apartment, dishonest and corrupt company

I moved in to the Natchez Village Apartments (which is owned and managed by the same people as the Westmont) in August of '05. They first gave me the key to #108. When I entered, I found no carpeting, no electricity, puddles of water on the floor, and peeling paint. The management decided to move me to a different apartment. This one was livable, but it had a number of problems:
- The closet doors had fallen off their hinges and had to be propped up.
- The screen on one window had fallen out.
- The carpet was peeling up.
- The heater in the bathroom was broken.
- There was mildew everywhere.
- There was a minor but noticable bug problem.
I immediately demanded that these problems get fixed. The company promised ot take care of them. I filed several more complaints over the next few months. Management kept assuring me that maintenance would arrive shortly, but by the end of my year-long stay, most of these problems still hadn't been fixed.
The building itself is ugly but it is in a great location: right next door to the Belcourt Theater and two blocks from the Vanderbilt campus. There's adequate garbage cans, though unfortunately no recycling. There are a number of homeless people in the area and they plunder the garbage cans at night, and also steal anything that gets left outside. The laundary room is clean and the machines are kept in working order.
The biggest issue came at the end of the year. I had signed an ordinary 12-month lease and paid the rent on time every month. You can imagine my surprise when the management billed me for a 13th month of rent along with a late fee and threatened to report me to a collection agency if I didn't pay within three days. Luckily I had a copy of my contract and all my financial records. Even so, the company initially refused to withdraw the fradulent charge. I had several meetings with them and eventually, after I threatened legal action, they relented.
After that, I had more trouble getting my deposit back. They began by promising to return it by a certain date. That date went by and I heard nothing from them. I asked at the office and got only excuses, and it took another big fight before they finally gave me the check.
I've spoken with several other tenants and all of them have had similar experiences. My ultimate judgement is that this is a routinely dishonest and unethical company. The office staff are generally polite, but in all the conflicts about money they always told me that they knew nothing about anything and that the issues could only be handled by the manager who was always unavailable. (Isn't that convenient') I would avoid renting from this comapny again at any cost.
