Prior Assistant Manager Non Responsive - Major Non-Compliance of Landlord Responsibilities.

At move-in the Carpet had not been replaced was freyed, dirty, spots from prior tenants animal after 18 Months nothing done to correct or replace it.
December 2003 the Water Heater, was totally rusted out causing all the water sources to emit dark orange water not meeting Health & Safety Standards. A Major Lease violation. It took 5 Letters requesting a New Water Heater and Papable Water, management did Nothing until I called Lincoln Properties Corporate Headquarters. Fifteen minutes after my call to Corporate a new Water Heater was installed but none of the $15,000.00 in Rent was Credited.
The non-responsive Assistant Manager has been moved to another property. Her replacement in 2 Days created an Apartment News Letter and is professional/responsive to Tenants requests.
A new neighbor moved in 3 Weeks ago and the Noise was very disruptive all day until 2-3:00 AM. There is No insulation.
The HVAC was never serviced in 18 Months, the air filter only Once. Extremely unhealthy and costly to the upkeep or lack of HVAC Equiptment.
