my key fits two of my neighbors door.

My apartment key opens two of my neighbors door. One of my neighbors door key opens my door. My mothers house key opens my door. When I told the manager about this she simply stated that her friends key fits her door also. They have one master key that fits all the doors that the maintenance man carries and when they re-key (if they do) they do not do it correctly, per a locksmith. Maintenance doesn't fix anything, they just rig it until it breaks again. The foundatiion is awful. My doors won't close correctly. And I can feel a breeze coming through the gaps.
