Floating sewage on the sidewalks

I moved in a few weeks ago because I thought the property looked nice. And it had a good rating. Well I would not advise anyone live here. The people that live above me are very noisey. Everytime it rains sewage backs up in the yard. There is toilet paper floating on the sidewalks. It is very nasty. Needless to say I will not be renewing my lease.
