When I moved into this apartment complex, I was moving here from out of state, and naively trusted my roommate, who found this place. When I arrived in August 2007, I was shocked to find a "Menace to Society"-like scenario, with prostitutes and pimps freely conducting business on the property, as if this was some sort of official red light district. There were lots of shady characters loitering, and the parking lot was filled with abandoned vehicles, making it nearly impossible to find parking at nighttime.
On the second or third night of my arrival, the Arlington SWAT team raided one of the apartments for what I later found out was a significant heroin bust. It was normal to get hustled on your way from the parking lot to your apartment by strange characters for various reasons (asking for money, trying to sell dope, etc.). It was also normal to regularly see homeless people (and tenants!!) climbing and digging in the dumpsters.
The apartments have since received a new management team, which seems to have worked pretty hard to turn things around. Arlington PD worked closely with management to rid the properties of the criminal elements, and - despite my initial skepticism - this appears to have worked well. Many shady tenants were evicted, and everybody is now required to have a parking decal in order to park here, which has been very strictly enforced. The parking situation is still poor, but it has improved, and there are no longer (m)any abandoned vehicles in the parking lot.
The apartments themselves are not too bad. We lived in a very spacious 3-br/2-ba unit that contained central a/c, dishwasher, refrigerator, and a gas stove. The apartment was clean, and certainly acceptable (especially considering the $700/mo rent). The insulation seems average, with our electricity bill averaging around $60-$120 depending on the season.
The complex is pretty noisy, and especially in the evenings and on the weekends things tend to get pretty loud. Loud music and shouting are common, and your windows will occasionally vibrate from some homeboy rolling by in his $300 car with a $500 stereo. You may also be woken by the same sounds in the early morning, when people show up to pick up their co-workers. Safety has increased significantly since the new management took over, though its still not quite where it should be. There are several nice cars in the parking lot, but I wouldn't push my luck by parking in some of the darker areas. My experience with maintenance was okay, nothing to write home about. The fixed the problem, but it did take multiple calls to get them over there.
Overall, I wouldn't recommend this place unless you absolutely need a large place for little money or you do not mind living in the hood. The vast majority of tenants are now working class Latin Americans, but there are still a couple of criminal elements floating around here and there. To get a good feel of the place, you should visit it after hours on a weekend.
If you're a college student, you won't like it here. Trust me.
