Hot in the summer bitter cold in the winter, No insulation

Copperchase, let me see, I lived in Arizona for 10 years and have never paid so much in electric costs to keep my house comfortable. Average $250 in summer for a single bedroom!
The air conditioner units are very old and inefficient. The air handler units are held together with baling wire and duct tape, I have pictures showing the perious nature of the electric motor and stand, ( which is over head over the bath tub) it was litterally held in place with a coat hanger and tape, any small earthquake and the unit would fall through on your head. Management just laughed and told me that it would be too much to replace with new units.
The spa never worked either
