High Water Bill, Eviction Notices, Car Burglary

One of my main issues with Fielder's Glen is that residents must pay the water bill. My first water bill was $27, which is quite reasonable. The next water bill was $57! My wife and I are the only ones who use water here, and we don't waste it. Fielder's Glen allocates the water bill to each building based on how much water the Building uses, not how much each tenant uses. So, if one tenant left the water on for an entire month, you'd pay for their wastefulness. Two water pipes recently broke and I'm sure plenty of water leaked. This is obviously a maintenance issue; however, it easily explains why my water bill is more than double this month.
What upsets me more than anything about Fielder's Glen is that they put EVICTION NOTICES on your door in an effort to collect the water bill BEFORE IT IS DUE. For example, if the water bill is due November 8th, management will post an EVICTION NOTICE on your door November 3rd. I am serious. They put a Red Eviction Notice on my door FIVE DAYS BEFORE the water bill was due. I thought I was being evicted when I got home!! After closer inspection, the notice said I owed $57.11, and if I didn't pay, I would be evicted and my possessions would be seized, a justice of the peace would come to my door, etc. $57.11 was the water bill for that month, and it wasn't due for another five days!! This has happened every month since I started living at Fielder's Glen!
Another beef with Fielder's Glen is security. There is no security here whatsoever. Fielder's Glen claims to have a "courtesy patrol officer" who I've only seen once since I've lived here. Consequently, my car was broken into last month and my Garmin GPS was stolen (cost me over $400)! My car was parked right in front of my apartment, yet this did not deter the thieves. Since Fielder's Glen does not offer security, I decided to walk around the complex the night after my car was broken into. Guess what, I caught a resident buying drugs at 1:30 am! The guy selling drugs sped away, but was later arrested by Arlington police. Doesn't this place screen their residents first!' I am now very paranoid about my car getting broke into again. I have to leave my blinds open every night just to prevent someone from burglarizing it. The management has done absolutely nothing to prevent this type of crime from happening again. To say the least, I am disappointed with their security.
On a positive note, maintenance is wonderful. They repair things in a very timely manner and happen to be quite courteous. Management, on the other hand, needs to work on security and the water billing procedure (i.e. EVICTION NOTICES for a bill that isn't due for five days').
