Low Quality, Expensive, Noisy

I've lived at this apartment complex for 2 years and have had a few problems: (1) been forced to move twice (I've lived in 3 different units here) (2) had significant noise problems, (3) always have inexplicably high electric bills (maintenance cannot diagnose the problem), and (4) rent payment increases by over $100 each time my lease expires, even though rates in Arlington are decreasing on average.

Shortly after I moved into the first unit, the people in the unit below me started having parties about 4 to 5 nights a week (including weeknights) in which the music was extremely loud (could probably hear it from several blocks away, and the bass was so hard that I was afraid there was going to be serious structural damage to the building). I reported this (along with many of my neighbors) several times, and each time they claimed they would remove the people that were having the parties, but it never happened and they eventually moved me into a different unit. the next unit was quieter, but had thin walls and I could literally here everything my neighbors said while they were in their apartment. after being in that unit for a couple months, they said there were foundation problems and moved all of us out of that building to another building. when i first moved into this building, there were a few cars right outside my unit with very loud alarms that would go off multiple times every night when i was trying to sleep. Couple that with the fact that my floor shakes like an earthquake when a/c in the unit below me is on, and it can be very difficult to sleep.

I travel a lot for work and I'm typically only in my apartment about 19 days per month, and even then only at night to sleep. When I'm not in my apartment I turn off the a/c and everything else except the refrigerator. Despite this, my electric bill somehow hovers around $280 per month. i have friends in bigger apartments with wives that stay in the apartment using electricity essentially all day every day, yet somehow they pay approx half what I pay on utlilities. I've called maintenance out several times to look into the problem, but they cannot find a solution.

A few other small annoyances to note:

1 - the few times i tried to swim this summer the pool was completely empty (closed for some kind of maintenance)

2 - it was often too hot to workout in the workout room this summer, and the a/c thermostat is locked up so that residents can't adjust the temperature.

3 - the "security" gate only works about 50% of the time (but i think most apartments have this problem)

4 - apartment above me flooded several months ago, leaving my walls covered with water lines. It looks real trashy, yet no one has come out to fix it yet.

5 - when i first moved in i often had problems with people parking their cars in front of my garage so that i couldn't get in

6 - some areas are not well lit at night and I've almost run over people walking at night twice

7 - lots of people in this complex have dogs, and some bark loud at night and early in the morning. on more than one occasion i've been awoken by dogs fighting each other just outside my unit.
