Add at least $150 to the quoted monthly rent, no soundproof

As numerous residents have already stated in other posts, the electric bills at this complex are huge! You effectively need to add $150 to your monthly quoted rate to get the true rate. At my old complex my electric bill averaged approximately $50/month, but here it's always around $200. I'm the only person in the apartment and I don't really use much electricity at all.
In December, I was out on vacation for over 3 weeks with all lights, air conditioning, computer, ... turned off and my bill was still over $180. That's just not acceptable! Maintenance can't determine the problem and the electric company says all they can do is read the meter on the wall. It really seems like there's some kind of scam going on here.
Also, these units need more soundproofing or something to dampen the noises and vibration. Whenever someone walks up/down the exterior stairs, or opens their garage, ... it's very loud and my whole bedroom shakes like there's an earthquake. Very hard to get any quality sleep.
