Unsatisfactory and poor management

Years at this apartment: 2002 - 2003
I was out of the military after six years. I could NOT be put on the lease because I "had no job". I was allowed to be a "tenant at will". Of course, none of my $40 application fee was refunded for them to give me that information. They did NOT even do the credit check, nor did they contact previous landlords I had leased from. So, basically; $40 for a "No job, no lease" report. I should have known it was going to be a downhill slide.
Should an appliance fail, it is the tenants responsibility to replace. And the same for plumbing problems.
The stove (gas) was the cheapest available. Remember...cheap is a term of quality; not price. It would not function at a low setting, nor at a high setting. Ergo; no simmer or rapid boil.
Rats were in the walls. And squirrels in the attic. Oh, the attic is also full of trash from who knows who; such as the old blinds, drapes, and other dust covered junk which was unidentifiable. ALPS, the leasing agency had no concern or interest in solving in the rat problem or the squirrel problem.
The window units were very noisy. Since they had not failed completely; ALPS again had no interest in hearing about this issue.
The parking in the garage was cramped. Compact cars would have difficulty navigating to park. And a neighbor had items stolen from his area on several occasions.
Four individual trash barrels for four apartments was another waste of money and resources.
Noise... the construction nearby was a nightmare. Also, MoPac, Enfield, and Lamar are very audible from the residence. The brick between the sister complex at 1207 Windsor and 1206 Castle hill reverberate the echo.
Landscaping... what was once there is overgrown, or wild shrub. The shrubs are also sites where the rats can be seen entering and leaving at night. The plastic around the garden area is peeling up and cracked from age.
The "capital view" has been eclipsed by new construction. A partial view of the domes' very top is NOT a "capital view". Fraud in advertising.
This is an unmaintained property that is being milked for a profit. In my 12 months there; all the other tenants left. Driving by in the past year or so has revealed that the new tenants have repeated the same cycle. It looks ok at first; but upon experience turns out to be another house; poorly cut up into four apartments and subsequently left to rot while making money for a poor leasing agency and unconcerned property owner.
A final grade' D-. This place was worse than most military barracks. The 33 step (count them) walk up from the street to the second floor residence soaks in quickly also. Laundry facilities at at 1207 Windsor... down 18 stairs, across the parking area, up another 15 stairs, and then across another parking area. Advice: "On site" laundry should NOT be a five minute walk to do the laundry.
ALPS and this residence are cheap. I will NOT do business with them again; and via this review I reccomend that anybody else NOT do business with them either. I may be e-mailed for further comment. Thank you!
