I've been at the ACT VII apartments for about 6 months now. The earlier reviews definitely don't do the place justice. I think since the management company has changed and the renovations (carpet to tiles, fence, new paint etc), the place has really shaped up nicely. The complex is right on the #7 bus route and worse comes to worse, the IF is a few blocks over on Speedway. It's food central and, I love being in close proximity to restaurants, an expresso bar, gas station and a grocery store.
The area is aesthetically pleasing and, I love going for an afternoon jog around the area. Luckily, the area is pretty quite. Sometimes, I can hear the neighbors, but nothing that isn't manageable. The only complaint I have is that the residents from Duval Villas sometimes park in the parking spaces. But, more often than not, there are parking spaces available. Definitely would recommend this place to anyone!!
